except it's much nicer now, that picture was after the fire and all the windows were still borded up.
HOWEVER, i am like 80% sure it's haunted. I always got an eerie feeling when I went by it... Here is some background information that also reassues me of my "haunted" statement. well, not really, but you know.
"Completed in 1914, the Hecla Block is a three storey apartment building which was severely damaged by fire in 1994 and has remained roofless and unrepaired to this time. It is on the ?A? list of the Register of Historic Resources in Edmonton and merits designation as a Municipal Historic Resource because of its architectural and historic significance."
