put a new layer underneath the text you wnat, while that layer is selected control-click the text layer.. go to select -> modify -> expand and put it in 2 or so pixels, you can figure that out, then fill it witht the color you want the outline to be. tis not very hard.

The font I used was called "Criminal". I edited it though to make it go better with the logo.

About to the outline effect, what Pikacheney said works really well. :)
